The Rockefeller Foundation has created a Global Research Network on Urban Health Equity - GRNUHE. The GRNUHE Network got off the ground, starting with the work of the OMS Commission on Social Determinants of Health and has among its objectives the promotion of a theoretical and scientific thought on equity, social justice and urban health. The Network proposes to offer developing countries finance for research, education and assistance to politics that promote urban health and justice. Michael Marmot of the University College of London is the charismatic leader of the Network that forms the intellectual and research hub for planners, public health experts, urbanists, policy makers, researchers and non-governmental organizations.

Vast urban agglomerations are especially exposed to risks connected with disasters and complex emergencies: these cities alone, are a factor of risk for catastrophes and in any case if exposed to disasters, present specific risks. The density of the population, spontaneous settlements in areas at risk, the irrational and often irresponsable management of water resources, the poor administration of solid waste pollutants are all factors of risk characteristic of large urban concentrations. The absence or weakness of local governance capable of coping with the challenges set by the metropolitan areas exclude the employment of local strategies for promoting not only the reply to risks but also the reduction of their frequency and intensity. This important document of the United Nations formulates ideas and strategies aimed at reducing urban environmental risks and planning cities that are more "resilient" in the face of disastrous events. .

The two authors try to give a reply the question: "Can the city, specifically monitored by giving attention to the organization and use of the areas which form it, speak for the state of the execution of democracy and citizenship that it employs?" The concept of the article is that reflection and urbanistic studies can offer information and stimuli that go well beyond the questions that lead back to the dominium of urbanization and architecture and therefore allow for the understanding and formulation of the broadest hypothesis related to the government of the city. Basing their research on the Foucauldian assumption that "power expands through multiple systems and the designing of areas certainly works as an effective system with implications having an influence on the organization of social order" the authors have "detected" places in the city of Milan that show the results of more or less progressive urban politics. The authors chose not to observe the suburbs abandoned by urban politics, but rather areas that are subject to economic investments and transformations having significant results, both in terms of space and social organization. In discussing the results of the work carried out in the milanese context, Pier Carlo Palermo and Ota de Leonardis give an interpretation that leaves a central position to questions of governance of the city supposedly founded on administrative and political choices with the clearing and specialized organization of areas, purified of activities judged to be inconsistent, that act as an indirect government of the citizens.

In an article presented in the international bibliography of one of the previous numbers of SouQuaderni (Oct, 2010) the close tie between the happiness of individuals and the quality of the governance of the country in which they live was commented on: the technical quality of a governance seems to weigh more than the quality of democracy that becomes a decisive factor only when the technical quality of the governance reaches a minimum level of acceptability. The article of Gropper and colleagues analyzes instead a sample of 100 nations and establishes a clear link between levels of happiness in each single country and the Gross National Product of the country being examined and also its degree of economic freedom.
